In accordance with the Leader principles, development is innovative work based on the real needs of the region,
where local partnership, cooperation and networking are key.
The quality of the strategy affects the amount of funding received. Liiver's current "Roots and wings" strategy was evaluated as the second best in Finland among 53 strategies. A whopping 858 residents participated in making it.

At Liiver, there has always been a desire to improve operations and new development ideas have been welcomed with open arms.
As a result, new ways of working have emerged. The models created by Liiveri have spread to other Leader groups and Liiveri has utilized good practices created by others.
Liiveri founded the youth division as the first Leader group in 2011. The idea of the young people's own "Little Liiver" was born in 2006.
In Liiver's effectiveness and communication project, a model for measuring the effectiveness of Leader work was developed and piloted. The effectiveness evaluation has also inspired other Leader groups.
This results and effectiveness package, which you are currently reading, is a continuation of the systematic effectiveness work that started in 2017.
The regional village expert works as a developer of the villages in the area of his Leader group. In addition to that, all the village experts in the province cooperate closely with each other. The actions have added e.g. participation, competence, well-being and safety of rural residents.
The register created and maintained by Liiver gathers together premises for rent by associations from Seinäjoki, Ilmajoki and Jalasjärvi. Liiveri was the first in the region to compile a party house register back in 2009. The idea for the register came from the national village days.
The cooperation of the South Ostrobothnia Leader groups started already in 2002. Together, for example, we make the UHOO newsletter, which collects current issues from the entire region. In addition, marketing is carried out in cooperation.

Local orientation plays a big role in Leader operations. The residents and operators of the area themselves know what is needed in the area.
For this reason, the tripartite board decides on the projects financed by Liiver. That is, in addition to the fact that development ideas and thoughts come from the region,
decisions on their financing are also made in the region.
A third of the board members are elected from the representatives of municipalities, a third from representatives of companies and communities, and a third from rural residents. In addition, equal representation of different regions is ensured. Attention is also paid to gender and age distribution.
Alaniska has worked in several regional development organizations and feels that Leader funding plays a significant role in terms of the development of the entire province.
